In-House Payroll vs Payroll Outsourcing in nigeria: costs, control and compliance

Is payroll outsourcing right for your Nigerian business, or should you keep payroll in-house? The answer depends on your costs, your team’s skills and how much oversight you need. This guide compares both options so you can understand the work involved, ask the right questions and make an informed decision.

What is the difference?

In-house payroll:

Your own team runs payroll using your systems and processes.

Payroll outsourcing:

A provider handles the tasks set out in your agreement. Your business still needs to supply information, review results and manage its responsibilities.

A mixed approach:

Your team keeps some tasks and gives others to a provider. For example, HR may collect employee changes while the provider prepares the calculations for review. This is an illustration, not a description of a specific client arrangement.

When keeping payroll in-house may suit you

It may work well if you have experienced staff, reliable systems and someone who can cover absences. Your team also needs time to check changes, answer questions and maintain its knowledge.

When outsourcing may be worth considering

It may help when payroll work is stretching your team or depends too heavily on one person. It may also be useful when you need support with a particular part of the process. The provider’s scope and your team’s remaining work must be clear.

First, list the work

Write down who collects employee changes, checks the inputs, prepares payroll, reviews differences, approves the final figures and authorizes payment. Include reports, corrections and employee questions. Compare both options against this same list.

Compare the full cost, then check control

What does in-house payroll really cost?

Include the time your staff spend on payroll, software, support, training and cover when key people are away. Also consider time spent reviewing results and correcting errors. Count only the relevant share of staff time so you do not overstate the cost.

What should an outsourcing quote include?

Ask about setup charges, regular fees, extra payroll runs, late changes, reports, employee support and help at the end of the contract. Your internal team will still spend time providing information and approving work. Include that time in the comparison.

Use the same basis for both options

Compare the same number of employees, payroll runs and services over the same period. Show one-off costs separately from regular costs. A quote that covers calculations alone is different from one that also includes agreed reporting and support.

There is no assumed saving in this guide. Use your own costs and written provider quotes to work out which option offers better value.

Who stays in control?

Decide who can change employee details, who checks the payroll and who approves payment. Preparing payroll and authorizing the release of money are separate tasks. Do not assume a provider should have unrestricted payment access.

Ask these questions before you agree

Who reviews an unexpected change in pay? What happens if HR sends information late? Who corrects an error, and how is it recorded? Which reports will Finance receive? Who can answer employee questions? Ask for written answers and name the person responsible on each side.

Keep evidence of the checks

Agree what records will show that changes were checked and the final payroll was approved. Clear records help managers understand what happened when a question or error arises.

Choose a model you can manage safely

Compliance needs clear responsibility

Compliance means meeting the rules that apply to your business. A payroll provider may support calculations and administration, but you should not assume the contract removes your responsibilities. Ask a qualified Nigerian payroll or tax adviser to confirm what applies to your organization and locations.

Agree who checks rule changes, prepares required records and confirms that agreed tasks are complete. This guide does not set out tax rates, payment deadlines or pension coverage; those details require current specialist advice.

Ask how employee information is handled

Payroll uses personal information. Ask who can access it, how it is shared, where it is stored and how it will be returned or deleted when the service ends. Have the relevant privacy or legal adviser check the arrangement against applicable Nigerian data protection requirements [2]. A general claim that data is secure is not proof of the controls in place.

Plan the handover

Before switching, check employee records and agree the payroll calendar. Consider a parallel run: prepare payroll using both the old and new process, compare the results and resolve differences before relying on the new process. Agree who signs off and what happens if the handover is delayed.

a short decision checklist

Can you explain the full cost? Are responsibilities written down? Is there cover when a key person is away? Can managers review and approve results? Is data handling clear? Do you have a workable handover and exit plan? Resolve unclear answers before choosing on price.
